State officials estimate that nearly 100,000 residences suffered damage from Hurricane Harvey. Harris County says it will take that damage into account when assessing property values that will be used to apply property taxes for 2018.

Property taxes are based on the appraised market value of homes or businesses on January 1 each year.

Jack Barnett is with the Harris County Appraisal District. He says damaged properties will be appraised on their values post Harvey for next year.

“It’s definitely going to be more challenging for us because we’re going to really have to look at values after Harvey and look at whether property has been damaged.” he says.

Barnett doesn’t expect the Harris County Appraisal District to inspect every home in the county following Harvey’s destruction, but he does believe they will view every neighborhood that suffered flood damage.

As always, a property owner can contest the value placed on a home or business, which leads to a review board to determine property value. “They’ll hear both the Appraisal District’s information as well as the property owner’s information.” Barnett says. HCAD recommends people have photos and documentation to support any dispute of appraisal values.

As the Chief Appraiser for the Harris County Appraisal District, I want to let you know that the

2018 appraisals could reflect recent flood or tornado damage from Hurricane Harvey.  Here is

some information about the appraisal process and what you should do to

ensure HCAD is aware

of your damage.

The 2017 appraisals, as well as the 2017 taxing jurisdiction bills coming in November, will be

based on the value of your home as of January 1, 2017 --

before the flood

.  The 2018 appraisals

will be based on the value of your home as of January 1, 2018.  

There are things you can do now for next year to ensure that damage from the hurricane is

considered in the valuation of your home for 2018:

Inform HCAD that you have suffered property damage by:


calling 713.812.5805, and providing your name, address, phone number and

account number, if you have it, along with the type of property damage and

amount of water you received,


emailing that same information to, or


reporting the damage on the free, upgraded HCAD app available at the Apple

App Store or the Google Play Store.

Should you be displaced from your home as a result of any flood damage or while repairs

are being made, you may continue your homestead exemption on this

property during this

time.  You may also want to sign up for electronic delivery of your documents while you

are out of your house or notify HCAD of any temporary address changes.


You can sign up for HCAD’s Electronic Filing and Notice System at under Online Services > Owners. 

File a Report of Decreased Value for 2018 no later than April 15, 2018.  This form is

located on HCAD’s website at: > General Information > 22.03 – Report

of Decreased Value.  

Keep all repair receipts, insurance claims, cost estimates and photographs of damage for

the Report of Decreased Value and/or 2018 value protest.

The appraised value of your Residence Homestead may not increase by more than 10% over the prior year plus the value of any new improvements.  If an improvement is a replacement

structure for one that was rendered uninhabitable or unusable by flood damage, then that

structure is not considered to be a new improvement so long as it does not exceed the square

footage or have an exterior of higher quality construction and composition than that of the

replaced structure.
